Why not WordPress?
Security first, speed second. A WordPress site is a database, a theme and a stack of plugins, and every one of those is a way in. Static builds have no database to attack and no admin login to brute force, and they happen to load in a fraction of the time.
Do I own the website?
Yes. The domain is yours, the content is yours, and the site is yours. We are not interested in holding a business hostage to a website.
How long before it ranks?
Months, for organic search, and anyone who tells you weeks is either buying ads or lying to you. What is fast is fixing a site that already ranks and converts badly, and that can move inside a few weeks.
Do you work outside California?

What happens to my current rankings if you rebuild?
They survive, if the rebuild is done properly. Every old URL is mapped to its new home before the switch and a rollback is ready before anything changes. Rankings are lost in rebuilds that skip that, not in rebuilds as such.
Is there a contract?
Month to month. If the work is not earning its keep you should be able to stop, and a twelve month lock is how agencies avoid being judged on results.
